It's a poem by John Cooper Clarke called "Chickentown", I think. Google him (or go to an actual library, preferably in Manchester, U.K.) for the extensive lyrics. Very cool punk poet from the 70's.

This blows NIN so far away that it pains me to even mention them in the same sentence as Joy Division. If you prefer whiny angst that masquerades as true emotion as opposed to someone who sings from the soul, then fine. Even with all his ersatz rock star posing, goth trappings, and studio fx to cover up a total lack of originality, Trent sounds like someone trying desperately to be dangerous and provacative. Ian Curtis had no need of artifice...he WAS art.
